Saudi Arabia lifts work visa ban for India, Pakistan and 12 other nations
Delays may still affect visa processing despite policy shift
DUBAI: Saudi Arabia has officially lifted the temporary ban on block work visa quotas for 14 countries, including India, Pakistan, and Egypt, following the completion of the Hajj 2025 season.
The move restores access for thousands of foreign workers who had been unable to enter the Kingdom during the suspension period introduced earlier this year.
Travellers from the affected countries who already hold a valid work entry visa may now proceed to Saudi Arabia, but are strongly advised to confirm travel eligibility with their airline before departure. While the policy shift is effective immediately, entry requirements may still be subject to change based on updated documentation or regulations.
Block visas
Block visas are issued as pre-approvals by the Saudi Ministry of Human Resources and Social Development, enabling companies to recruit a specific number of foreign workers based on their business needs. These quotas help streamline recruitment, especially for sectors experiencing workforce shortages.
On 28 May 2025, Saudi authorities had temporarily halted block work visa issuance for nationals of the following countries: Algeria, Bangladesh, Egypt, Ethiopia, India, Indonesia, Iraq, Jordan, Morocco, Nigeria, Pakistan, Sudan, Tunisia, and Yemen. The pause was implemented due to logistical pressures surrounding the annual Hajj pilgrimage.
Though initially expected to last until the end of June 2025, the ban has now been lifted earlier than anticipated, hinting at a potential shift in labour market strategy to meet post-Hajj demand.
Entry conditions and delays
Nationals from the 14 countries listed may enter Saudi Arabia if they already possess a valid work visa and have yet to complete their residency formalities. However, even with quota approvals in place, delays in visa issuance are still possible for applications currently under process.
Recruitment agencies and employers are advising prospective workers to maintain regular communication with their sponsors, ensure all documentation is complete, and remain informed through official channels such as the Saudi Ministry of Foreign Affairs.
